Access ... expanding sexual and reproductive health services, including family planning, to all those who need and want them, including youths.

Current Situation

The family planning programme has contributed to the decline in the average fertility rate and improved the health and quality of families.  However, most of the unmet needs and demand in family planning are concentrated amongst the high risk women (aged 35 years and above and a parity of more than 5), the poor, those living in urban slums and remote rural areas, who have difficulty accessing acceptable and affordable family planning services.

According to the 1st report of the National Cancer Registry: Cancer Incidence in Malaysia 2002:
  • Breast cancer is the most common cancer in all ethnic groups and females aged above 20 years.  The disease accounted for 30.4% of newly diagnosed cancer cases in Malaysian women in 2002.

  • Cancer of the cervix uteri is the second most common cancer among women, comprising 12.0% of total female cancer.

Lack of access to sexual and reproductive health services, especially in the area of preventive cancer screening, causes delay in timely diagnosis and treatment, and unnecessary suffering.

Improvements in healthcare have increased life expectancy.  Men and women are expected to live longer, and it is essential to address their specific health needs.

Young people from an early age require accurate and comprehensive information on reproductive health.  They also need to know about sexual relations, how pregnancy happens and how to prevent it.  The school curriculum has yet to integrate sexual and reproductive health as a specific and compulsory topic.  Continuing neglect to provide young people comprehensive sexual and reproductive health education is having serious negative effects on their health and lives.  Unfortunately, young people often face the barriers of fear and stigma when accessing sexual and reproductive health information and services.

Our Goal

All people, particularly the poor, the marginalized, the socially-excluded and under-served, are able to exercise their rights, to make free and informed choices about their sexual and reproductive health, and have access to sexual and reproductive health information, sexuality education and high quality services including family planning.

Our Objectives

  1. Provide high quality family planning, sexual and reproductive health services to all those who need and want them, especially the marginalized and under-served groups.

  2. Provide accurate and up-to date information and education on family planning, sexual and reproductive health and rights.

Our Programmes

  1. Increasing Sexual and Reproductive Health Services and Rights for the Refugee Communities, 2009 - 2011, an IPPF / Japan Trust Fund (JTF) project. As of July 2008, there are some 41,400 refugees and asylum-seekers registerred with UNHCR in Malaysia, with 70 - 80% of them living in the Klang Valley. FRHAM recognises the unmet SRH needs of these refugees living in the urban area of Klang Valley. As such, FRHAM embraked on this projects aims to improve sexual and reproductive health of the refugee communities via increased utilisation of SRH services (including family planning), and provision of information on HIV and STIs prevention.

  2. Through the Ministry of Women, Family and Community Development (MWFCD), FRHAM and its State MAs continue to carry out "Nur Sejahtera Sihat dan Segak: National Pap Smear Screening Programme". This programme provides services, information and education on Pap smear screening to women in the underserved communities for early detection of cervical cancer. In addition to Pap smear services, management / referral services of SRH are also being provided.
