AIDS/HIV ... reducing HIV/AIDS and protection of the rights of people infected and affected by HIV/AIDS.

Current Situation

In Malaysia, up until 31 December 2007, a total of 80,938 people had been infected with HIV, 13,000 were reported to have AIDS and over 10,000 have since died (source: Ministry of Health 2008).  The chilling fact is that an average 18 Malaysian were tested HIV-positive each day in 2006, and most reported HIV infections occur among young heterosexual males, between the ages of 20 to 39.  Alarmingly, women remain one of the fastest growing populations being infected with HIV in Malaysia (source: UNGASS Country Progress Report, Malaysia 2008).

Our Goal

Reduction in the national incidence of HIV/AIDS and the full protection of the rights of people infected and affected by HIV/AIDS.

Our Objectives

  1. Reduce social, religious, cultural, gender, economic, legal and political barriers that make people vulnerable to HIV/AIDS.

  2. Increase access to interventions for the prevention of HIV/AIDS through integrated, gender-sensitive sexual and reproductive health and rights programmes.

  3. Increase access to care, support and treatment for people infected, and support for those affected by HIV/AIDS.

  4. Strengthen the programmatic and policy linkages between sexual and reproductive health and HIV/AIDS.

Our Services

  1. Promote and integrate sexual and reproductive health and HIV/AIDS awareness, education and prevention to the general public and target groups through talks, exhibitions, road shows, campaigns and workshops.

  2. Work with Malaysian AIDS Council (MAC) and Ministry of Health (MOH) to reduce the spread of HIV/AIDS amongst the general population with specific reference to women, young people and those with risky behaviours.

  3. Provide care and support services to people infected and affected by HIV/AIDS.  These include Penang FHDA's MAY CARE Centre - to provide people living with HIV/AIDS (PLHIVs) a drop-in centre to rest, meet with their peers, obtain support, as well as to receive counselling and information about treatments; Malacca FPA's "I Care" and Kedah FPA's "Cahaya Support" peer support groups visit hospitals, palliative care centres and homes to provide counselling, support and enlightenment to PLHIVs; and Sarawak FPA's "Spread a Smile" project that focuses on adoption of families affected by HIV.

  4. Provide information, education, counselling, referral on HIV/AIDS in State MA clinics.

  5. Set up a Task Force on HIV/AIDS to look into expanding services to PLHIVs and ensure key stakeholders (policy makers, programme managers and service providers) acquire appropriate skills and knowledge to provide non-stigmatised and non-discriminatory services to PLHIVs.

Our Programmes

  1.  HIV and Sex Work Programme, 2008-2012 - a project funded by UNFPA.  In Asia, a high proportion of new HIV infections are contracted during paid sex (UNAIDS, 2006), thus, it is timely and neccessary to initiate a comprehensive programme on HIV and sex work in the country.  This project aims to increase access and utilization of sexual and reproductive health information and services, particularly on HIV prevention, by those involved in sex work and related key populations.  By implementing this project, FRHAM aims to contribute to the Malaysian Government's National Strategic Plan on HIV/AIDS, by reducing HIV vulnerability of marginalised populations (Objective 5).
